Don't know if I believe that, because as I have said, my credentials will successfully pull my money market transactions.
It seems MS Money needs to have another set of "bank" settings for Capital One Credit Cards, and query the server servicing.capitalone.com rather than onlinebanking.capitalone.com.

I am having the same exact problem you are having with my CapitalOne Credit Card. The weirdest thing is up until about a month ago I was able to download my CC transactions. Then my hard drive crashed and I lost everything from money back to July of 2007. So I put in a new hard drive, installed Money 2007 Deluxe (same version I had before), restored my backup file from July 2007.
I had to redo all of my online services and ever since then I get the same thing you do when trying to setup CapitalOne CC.
I'll be watching your blog in case you ever get a solution.

Tell alex I've confirmed that MS Money is trying to access onlinebanking.capitalone.com instead of servicing.capitalone.com when updating information.
Tell him when you select New Account -> Credit Card -> Capital One that MS Money should be accessing Capital One's Credit Card services at servicing.capitalone.com rather than their online banking at onlinebanking.capitalone.com.
Keep up the fight man. I'd hate to have to open a new case with MS over this and start from square one. You've done so much already it would just be a pain to start over because some guy at MS decides he doesn't want to invest any more time in this.
Are you going to reply again? After all, you indicated in your original support request that you'd already spoken with Capital One tech support, and that credit cards use a different site that don't have special OFX credentials. It seems like you need to reinforce this point.
I hope this doesn't end with me having to move back to Quicken!

To give the most accurate support possible, I would like to give a brief summary of the problem as I understand it.
You are not able to add an account for Bank One because it goes to a banking website instead of a credit card website and it does not recognize your password or login.
If I have misunderstood the issue, please don't hesitate to let me know.
I apologize things are not working as they should and I will certainly help you with the issue in any possible way I can.
Money is not recognizing your login or password because the website is incorrect. Please verify with your bank that you have online services set up on their end for this account and also verify that the logins that you are using are correct sometimes the financial institutions have different logins for website and financial software. I am going to provide the steps on how to change the website linked to a specific account and how to add the account.
To add an account:
1. Go to BANKING
2. Click on "ADD NEW ACCOUNT"
3. Select CREDIT CARD then NEXT
4. Click on the "C" so you get the list of the FI's that we support for credit cards.
5. Select your Financial Institution then NEXT
6. Select "NO, I DON'T HAVE SIGN INFORMATION FOR CAPITAL ONE BANK". NEXT
7. Select I WANT TO REQUEST SIGN IN INFORMATION THAT I CAN USE WITH MONEY.
8.If you are sent to the same website please close the page and go back to money and

To change the website for a specific account:
1. After you set up the account go to TOOLS
2. Select SETTINGS
3. Click on the link that says ACCOUNT SETTINGS (global)
4. Under change individual account settings select the "Capital One Bank" and "GO"
5. Click on the link that says "Update Contact Info for bank or brokerage"
6. On the left blue bar select "UPDATE ADVANCED WEB SETTINGS".
7. Enter the information and then "OK".
After you edit the website information, if your logins where not recognized and you where not able to set up online services when setting up the account follow the next steps to edit login information.
1. TOOLS
2. SETTINGS
3. ACCOUNT SETTINGS
4. Select the account
5. Scroll down to ONLINE SET UP
6. Set up your log in information here.

After following her instructions to the t, I still am having problems. It took quite a bit of fenangling to get it to where I could change the website to servicing.capitalone.com from onlinebanking.capitalone.com.
Once I eventually got it, I told it to update. It took a little longer this time. When it finally finished it told me my username and password were invalid. I verified they were right by signing into my credit card account at http://servicing.capitalone.com. I called up capitalone credit card online tech support and asked for some OFX credentials. A supervisor and a tech support agent both told me that at the current time, the only available downloads for MS Money are the monthly statements. Up-to-date downloads are unavailable at this time. I asked if they were going to be enabled and the tech support agent said "maybe sometime, but not right now".
I am not sure what everyone else here wanted, but I wanted Daily statements downloaded, not Monthly. Was I wrong in assuming the goal of everyone here was daily statements, and are they still viable?

I'm not exactly sure how, but somehow Yodlee is able to download daily, not monthly, updates from my Capital One credit card account. Maybe this is because Yodlee uses some form of data retrieval other than OFX. Perhaps Microsoft Money with the OFX service really and truly can only download monthly statements, and Yodlee uses some other format that allows it to download daily statements.
I submitted an e-mail to Yodlee support to find out what service they use to download updates for Capital One credit card accounts.

I had the same problem (used to be able to auto download CapOne Credit Cards into MSMoney then no longer; in trying to sign up again taken to CapOne Bank by MS Money).
Tried the solution further down your blog (excerpted below) and it worked!!
