This is directly copied from the comment section of "Feb 23: My Reply." Thanks, Dan! It appears as though Microsoft is aware of the issue, but it is sort of out of their hands. We are really waiting for either Capital One to offer OFX services for its credit card-only members (note: it does work if you have a credit card and also bank with them) or Yodlee to provide a feed for Capital One credit card-only members.

I guess the only good news is that the problem has been officially recognized.

I've got a more definitive answer from Microsoft on this issue. Looks to be Capital One's problem for the time being. From Microsoft:

Unfortunately as of right now the only way customers like you can get your accounts updated at the present time is by signing into the Capital One Credit Card site and downloading the web statement and importing it into Money, as I you mentioned.

Capital One has an OFX service within Money, listed as Capital One Bank, like you said, that is available for customers that have either just bank accounts or both bank accounts and credit cards which is why this Bank name is available on both the bank and credit card list of FI choices. In other words only Capital One customers that have both bank accounts and credit cards which are enabled for Online Services within Money can get downloads into Money for their credit cards. Credit card only customers cannot use this bank name to get their account downloads.

Capital One has chosen not to support credit card only customers in their OFX feed. Money and MSN Money used to have a FI name of Capital One which was a Yodlee feed for credit card only customers. However due to changes on the Capital One’s website, we needed to remove this bank for now. The Money Group is working with Yodlee to hopefully get this Financial Institution, Capital One, supported again at which time it will re-appear on the Bank or Brokerage list for credit cards."

So it looks like we're either waiting for Yodlee to rebuild a feed for Capital One's new interface, or we're waiting on Capital One to offer an OFX feed to non-banking customers.

Once again I spoke with Capital One's technical support and they told me there were no special OFX credentials to use when logging in.

I think the bottom line is that when you select New Account -> Credit Card -> Capital One bank, MS Money should be accessing Capital One's Credit Card services at servicing.capitalone.com rather than their online banking at onlinebanking.capitalone.com.

Like I said earlier, these two services are completely independent of one another (as confirmed by Capital One tech support). For example, at Capital One's website, I can successfully use my login information for Online Banking for Credit Cards, but not for Online Banking because they are two different services.

Therefore, since Money tries to use Online Banking for my credit card account, my login information will not work. Money should instead be accessing Online Banking for Credit Cards.

1. Open the sample Money file found in your Money folder.
2. Go to File -> New -> New Account.
3. Select "Credit Card."
4. Select "Capital One bank."
5. Select "No, I don't have sign-in information for Capital One bank."
6. Select "I want to request sign-in information that I can use with Money."
7. Click Next, when you are prompted with "Click Next to go to your bank's website."

You should be taken to a page with the following URL:

Is this correct?

Towards the bottom of the page, you should see the following:

To get started, you'll need the following:
- An active and eligible Capital One account (View complete list)

Click on the link for "View complete list."

Please report to me the last line you see on that page. It should be 11 words long, it starts with "Online" and ends with "Cards."

Based on the information you provided me with the issue is with the account itself and you will need to contact them.

When you added Woodgrove and were able to download successfully and you were not able to setup Capital One and update that meant that the Money program is working successfully and the issue is with the account itself.

I recommend you contact them and have them provide you with the correct sign in information to the account.

Here are the steps I performed:

1) Open sample file.
2) Choose File -> New -> New Account.
3) Choose "Credit card."
4) Choose "Capital One bank."
5) Choose "Yes, I have special sign-in information for use with Money."
6) Enter user name and password that I use at Capital One.

Receive error: "The password or PIN you entered was wrong. Please try again."

Once I received that error, I went on to add the WoodGrove account.

1) Choose File -> New -> New Account.
2) Choose "Credit card."
3) Choose "WoodGrove Direct 1.02."
4) Choose "Yes, I have sign-in information."
5) Enter user name "pss123" and password "1234."

Two accounts show up on the next screen (the "Match accounts" screen):

WoodGrove Direct 1.02 Power CHECKING
Account Number: XXXXXX4567

WoodGrove Direct 1.02 Power CHECKING
Account Number: XXXXXX6543

6) For both, choose "This is a new account."
7) Choose "Last 60 days" when prompted "How many days of past transaction information do you want to include for your accounts?"
8) Choose "Every 24 hours" when prompted "After my account is set up, automatically update my information:"
9) Click Next.

The WoodGrove account information was successfully added and the past 60 days of transactions were downloaded to Money.

The Capital One account was not added and I received the same error I always get. The WoodGrove account was successfully added.

Let me make sure I understand what you would like me to do.

1) Open "sample.mny" found in my Money folder.
2) With "sample.mny" open, choose File -> New -> New File.
3) Save the new file as "test.mny" or something similar.
4) At the setup screen for "test.mny," choose "I want to use a Windows Live ID."
5) Select "I already have a windows Live ID (e-mail address and password)."
6) Enter "BY@live.com" and my password.
7) Once my "test.mny" file is set up, attempt to add my Capital One credit card account and the Woodgrove Direct 1.02 account.

At step 2, did you want me to choose File -> New -> New File to create a brand new Money file (i.e. "test.mny")? Or did you want me to choose File -> New -> New Account to try to add my Capital One and WoodGrove account to the sample.mny file?

Please let me know, and I will go ahead.

To open sample file:

Go to “start”

Choose “computer”

Click on “C: Drive”

Locate your Money folder

Look for the sample file.

Once you have done that:

Go to “file”

Choose “new file”

Add the Capital One account

Also add the WoodGrove Direct 1.02

For user name use (USERNAME DELETED) and for password (PASSWORD DELETED).

Let me know if either one of those accounts updates or what you experience. By doing this it will provide me additional information to keep to troubleshooting this issue.

I will be out of the office on 2/17/2008 and I will return on 2/18/2008. If you respond on the day I am out of the office I will be getting back to you on the day I return.

That is correct, I am having trouble adding my Capital One account to Money.

I completed the optimization of IE 7 as you suggested.

I spoke with Capital One and they said there were no extra steps that I needed to take to enable my account for OFX support. I then created a new Money file, associated it with one of my Windows Live IDs, and tried to add my account.

1) Main Microsoft Money screen -> "Set up a new account"
2) "Choose an account type" -> "Credit card."
3) "Select a bank or brokerage" -> "Capital One bank."
4) "Yes, I have special sign-in information for use with Money."
5) Entered my user name and password like I use with my Capital One online credit card account.
6) Receive error message saying user name or password was incorrect.

At this point, I would like to reemphasize that I believe Money is trying to use my login information to log on to "Capital One Online Banking" instead of "Capital One Online Banking for Credit Cards" which are two completely separate services with independent login information (as confirmed by Capital One tech support).

I am using Money Plus Deluxe. Please see if you can verify that this version of Money tries to use "Capital One Online Banking" for the Capital One credit card service (using the steps I posted above to try to add the account). If it does, I believe this may be the reason Money is not successfully logging in to my Capital One account. If it were charged to point to the "Capital One Online Banking for Credit Cards" service it may fix the problem.

Using the Yodlee Online Money Center, I can add my Capital One credit card account and it will successfully receive automatic updates on its own. I think this is because Yodlee correctly uses the "Capital One Online Banking for Credit Cards" service, whereas Money incorrectly tries to use the "Capital One Online Banking" service, which does not work with credit cards.

To give the most accurate support possible, I would like to give a brief summary of the problem as I understand it.

You are not able to add your Capital One account in Money.

If I have misunderstood the issue, please don't hesitate to let me know.

I apologize things are not working as they should and I will certainly help you with the issue in any possible way I can.

I need you to perform the following steps; this will let us know if the issue is with the Money program or with the bank itself.

Can you please login to your bank’s website?

I am going to provide you with steps to optimize your internet explorer settings. Since I do not know what version of Money you have I am providing you with both steps.

1.

Start Internet Explorer.

2.

On the Tools menu, click Internet Options.

3.

On the General tab, click Delete Cookies. Skip this step and skip step 4 if Delete Cookies is unavailable.

4.

When you are prompted to confirm the deletion, click OK.

5.

Click Clear History. When you are prompted to confirm, click Yes.

6.

Click Delete Files, select the Delete all offline content check box, and then click OK.

7.

Click Settings.

8.

Under Check for newer versions of stored pages, select Every visit to the page.

9.

Click View Files. When the View Files window appears, press CTRL+A to select all the files and then press DELETE. Skip steps 10 and 11 if there are no files in the window.

When you are prompted to confirm, click yes, and then close the window.

Click OK to close the Settings dialog box.

This is my initial support request to Microsoft tech support. Prior to making this request, the only other contact with any tech support was to talk to Capital One on the phone and verify that "Capital One Online Banking" and "Capital One Online Banking for Credit Cards" are completely separate systems, and that credit card accounts only work for the latter.

Initial request to Microsoft, dated around Feb 12, 2008:

I am using Microsoft Money Plus Deluxe, and I am having trouble adding my Capital One credit card account to my Money account. However, I think the problem may lie with Money and not with Capital One. Read below for details.

There are two separate online services you can enroll in at Capital One. One of them is for general banking (savings, checking, etc.) and is called "Capital One Online Banking." The other is called "Capital One Online Banking for Credit Cards" and is for credit cards only. These are completely separate, non-interchangeable systems.

The problem is that Money directs you to the wrong service when you try to enroll credit card accounts. That is, Money tries to use the "Capital One Online Banking" service when adding a credit card account instead of "Capital One Online Banking for CCs". Here are the steps I took when trying to add my credit card to Money:

1) Main Microsoft Money screen -> "Set up a new account"

2) "Choose an account type" -> "Credit card."

3) "Select a bank or brokerage" -> "Capital One bank."

(Note: this is the only option for Capital One.)

4) Select "Yes, I have sign-in information for the Capital One bank website, but I don't have special sign-in information for use with Money."

5) Select "I want to request sign-in information that I can use with Money. (recommended)".

The next screen in Money displays the following:

"Follow the instructions on your bank's website to sign up for online services with Money, and then close the website to return to Account Setup. Click Next to go to your bank's website."

6) I click Next and am taken to my bank's website to enroll in online services for use with Money.

On the page I am taken to, it shows which accounts are and are not eligible for Capital One Online Banking. From that page, I quote: “Online Banking does not support enrollment using Capital One Credit Cards.”

As you can see, the problem is that Money directs you to the wrong service when you try to enroll credit cards. It uses "Capital One Online Banking" when it should use "Capital One Online Banking for CCs." I attempted to by-pass this step and went back through the account setup steps but this time chose “Yes, I have special sign-in information for use with Money.” When I entered my sign-in information in Money like I use at Capital One’s website, it was declined.

To confirm the problem lied with Money, I spoke with tech support at Capital One. The technician confirmed that “Capital One Online Banking” and “Capital One Online Banking for CCs” are two completely separate services. Login information for one will not work for the other. We also confirmed that when trying to add a Capital One credit card to Money, Money tries to use the “Capital One Online Banking” service instead of the one for credit cards. This is why my login information was declined in Money.

To be more specific, from the “Select a bank or brokerage” screen in Money after choosing to set up a credit card account, the only option for Capital One is “Capital One bank” which uses the “Capital One Online Banking” service, which is the wrong service to use for credit card accounts.

I submitted this problem to the community newsgroups, and I was instructed to open a case with Microsoft because this seems to be an error in the software.

I have had trouble adding my Capital One credit card account to Microsoft Money, and based on comments from others on the Microsoft newsgroups I am not the only one. This site will document my dealings with Capital One and Microsoft tech support to try and resolve the problem.

The only reason I am documenting this is because I believe the problem is on Microsoft's end. Perhaps others with the same problem will read this documentation and agree with me. Or perhaps I am wrong and someone can give me a hand.

In a nut shell, I believe that when setting up a Capital One credit card account in Money (I'm using Plus Deluxe), Money is trying to use my login information to log on to "Capital One Online Banking" instead of "Capital One Online Banking for Credit Cards" which are two completely separate services with independent login information (as confirmed by Capital One tech support).

Using that as a starting point, I will begin documenting my interactions with tech support and other users.

I realize that one way to add transactions from my Capital One account to Money is to logon to my Capital One account, go to Downloads, then download the OFX file for Money. Perhaps I am just too lazy, but that is 3 steps too many. I want the Money software itself to login and retrieve this data automatically, and I think Money can do this if they just fix it to point to "Capital One Online Banking for Credit Cards" instead of regular "Capital One Online Banking."

I know that receiving automatic updates without manually logging in to Capital One every time can be done, because I can do it through Yodlee. I successfully added my credit card account to my Yodlee account, and Yodlee is able to update my balance automatically every 24 hours without me lifting a finger. I believe this is because, unlike Money, Yodlee correctly associates my credit card account with the "Capital One Online Banking for Credit Cards" service. For those who are curious, I suggest signing up at Yodlee (it's free) and finding out.

This is not an attempt to bash Microsoft or Capital One. I fully support them both and think they make (generally) great products. I just want my problem resolved and thought this might be helpful for me and others in my situation.
